Can't access Users or Licenses for a Customer




If there's an error trying to view the Users or Licenses for a Customer, here are a few steps you can take to troubleshoot the issue:

1. Verify the GDAP Relationship

Ensure that the customer has an active GDAP (Granular Delegated Admin Privileges) relationship.
Without an active GDAP relationship, access to the customer’s data may be restricted.




2. Check Permissions for GDAP Relationship

Confirm that the active GDAP relationship includes the required permissions (Microsoft Entra Roles).
These roles determine the level of access you have to the customer's tenant. 




3. Review Conditional Access Policies

Check if the Customer has any Conditional Access Policies in place that might be blocking access to view Users and Licenses.
These policies could restrict access based on:
  1. Location
  2. User
  3. Device compliance
  4. Other factors
